If you are comparing quotes, this page is the checklist we wish every proposal used. Dollar totals live on our trip cost breakdown and SDF guide; here we focus on what you are actually buying.
The two layers every quote should separate
Bhutan pricing confuses people because two bills sit on top of each other:
- Government fees — for most international guests, the Sustainable Development Fee (SDF) at USD 100 per person per night. Indian guests pay a lower regional SDF (commonly about ₹1,200 per person per night). Children follow Tourism Council rules confirmed on your quote.
- Land services — guide, driver, vehicle, hotels, meals, permits, and monument fees arranged by a licensed Bhutanese operator.
A clean Silverpine proposal shows both. A vague “daily tariff” that hides hotels inside a single number is harder to compare and easier to misunderstand.
What is usually included
Sustainable Development Fee (or regional fee)
On Silverpine packages, the SDF (or India regional fee) is included in the land quote and paid with visa or permit processing. It is not optional for leisure travel, and it is not the operator’s profit — it goes to the government.
Nights drive the fee. A seven-night stay means seven SDF nights, even if one day is mostly travel.
Licensed guide
International leisure visitors travel with a licensed Bhutanese guide. Your guide handles monastery etiquette, route permits, timing for Tiger’s Nest, and the daily logistics that keep a private trip calm. English is standard; other languages can be arranged when available.
Private vehicle and driver
A dedicated vehicle and driver cover valley transfers, viewpoint stops, and airport or border pickup. Class ranges from sedan or SUV for couples to larger vans for families — confirmed on the quote.
Hotels (comfort band by default)
Nightly hotels in the valleys on your route — typically Paro, Thimphu, Punakha, and further east when the itinerary goes to Bumthang or Phobjikha. Silverpine defaults to a comfort band; luxury lodges and glamping are upgrades quoted separately. Browse typical properties on our stays directory.
Meals as stated on the itinerary
Most cultural packages use a meal plan (often MAP or full board on touring days). Breakfast at the hotel is standard; lunch and dinner follow the day’s route. Dietary needs should be flagged before arrival — remote valleys have fewer options than Thimphu.
Permits and monument fees
Entry and route permits, plus standard monument and dzong fees on the agreed itinerary, are included. Restricted-area paperwork is handled by the operator when your route needs it.
Airport or border meet-and-greet
We meet you at Paro or at the Phuentsholing border for India-side arrivals and hand you to your guide and driver.
What is usually not included
| Not included | Why it stays separate |
|---|---|
| International flights | Airline inventory changes by season; you (or your home agent) book Drukair / Bhutan Airlines after visa clearance |
| Travel insurance | Mandatory for peace of mind; buy a policy that covers Himalayan altitudes and evacuation |
| Tips | Guide and driver gratuities; small restaurant tips |
| Alcohol and soft drinks | Beyond water/tea included with meals, beverages are personal |
| Personal shopping | Textiles, stamps, handicrafts |
| Luxury hotel upgrades | Amankora-class or similar — quoted as a different product |
| Helicopter or special activities | Optional add-ons with their own permits and weather risk |
| Visa photos / passport renewals | Your documents stay your responsibility |

Sample inclusion snapshot (classic cultural trip)
A typical Classic Cultural Journey style package for international guests is built to cover:
- SDF for each night on the ground
- Licensed English-speaking guide
- Private vehicle and driver
- Comfort hotels in Paro, Thimphu, and Punakha (or as listed)
- Meals per itinerary
- Monument fees including the Tiger’s Nest hike day when scheduled
- Airport pickup and drop
Your written proposal should name the hotels (or hotel band), meal plan, and SDF night count before you pay a deposit.
How to compare two Bhutan quotes
Ask each operator the same five questions:
- Is SDF (or regional fee) line-itemed by nights?
- Which hotels (or exact band) in each valley?
- What is the meal plan, and are drinks excluded?
- Is the vehicle class suitable for your group size?
- What is explicitly excluded (flights, tips, insurance, upgrades)?
If one quote is dramatically cheaper, it is usually thinner hotels, shared transport, or missing fee clarity — not a secret government discount.
India-entry packages
Guests entering via Phuentsholing still need a licensed operator for a proper touring itinerary. Inclusions look similar on the land side; the government fee follows India regional rules. Start with Bhutan Gateway from India and the flights and land entry overview.
How Silverpine helps
We price from a published cost basis (guide, vehicle bands, hotel bands, SDF) and lock hotels and season on your final quote — not a mystery daily rate. Tell us dates, group size, and pace on plan my trip, or browse tour packages and ask for an itemized inclusion sheet.

Frequently asked questions
A reputable Bhutan land package usually includes the SDF or regional fee, a licensed guide, private vehicle and driver, hotels, meals as stated on the itinerary, monument fees, and route permits — while international flights, travel insurance, tips, and most drinks stay separate.
- Is the Bhutan SDF included in tour prices?
- With Silverpine, yes — the Sustainable Development Fee is built into the land package quote and paid with your visa or permit paperwork. Always ask for an itemized line so SDF and hotels are not mixed into a vague daily rate.
- Do Indian guests get the same inclusions?
- The land services are similar (guide, vehicle, hotels, meals, permits). The government fee is the regional SDF in INR — commonly about ₹1,200 per person per night — not the international USD 100 rate. See our India gateway tour for a typical route.
- Are international flights included?
- Almost never. Drukair or Bhutan Airlines tickets into Paro, and any India-side flights to Bagdogra for road entry, are booked separately unless a quote explicitly says otherwise.
- What about tips for the guide and driver?
- Tips are customary and not included. Budget a modest cash amount for the guide and driver at the end of the trip; restaurants may expect a small tip for good service.
- Are Tiger's Nest and other monument fees included?
- Standard monument and dzong entry fees on your agreed itinerary are included. Special experiences, helicopter transfers, and luxury property upgrades are quoted separately.
- Can I see a full inclusion list before I pay?
- Yes. Ask for a written proposal that lists hotels by valley, meal plan, vehicle class, SDF nights, and exclusions. Silverpine confirms final hotels and season before you lock the deposit.
